from the most appropriate competence centers worldwide, to evaluate team composition during the life cycle of the project, and to evaluate Team Members' performance. Strategic compliance is ensured by the worldwide Product/Market Strategy Group which reports to the Pipeline Director. Strategic decisions are made by the CERS and General Management.
The Pipeline Director has the mission of ensuring that a sufficient number of the right products get to the market before competitors and that the Discovery and Development Pipeline are adequately fed.
The Pipeline organization finds its Matrix partner in the Resource organization. The Resource Director has authority and responsibility for ensuring the availability of the resources needed (people, infrastructures, systems, third parties) for R&D output and for designing, integrating, and controlling the related development plan and budget.
Competencies are organized as areas of technological and process specialization:

Competence Centers, organized for example as Chemistry, Biochemistry departments. Every R&D person belongs to a Competence Center.

Project Planning ensures the allocation of adequate competencies to projects based on their priority and provides overall multiproject resource scheduling support.

The key figures of the new organization are described below.
Project Leader
Role: executes the assigned project on time, within budget and to the right standards of Quality, managing all required activities, resources, and budget. The Project Leader is a very senior employee with a major line responsibility (Director of Research Center, Medical Affairs, or a Competency Area).
Responsibilities of the Project Leader:

Is in charge of all Development activities for the assigned project

Puts together the Core Team and International Subteams and defines the Project Work Plan

Manages the program budget and progress.
Program Manager
Role: responsible for the scientific content of the research programs and their outcomes. He/she has very strong technical know-how in a program area.
