Special Action Teams.
Special action teams were set up to undertake off-line activities, such as
cycle compression,
risk mitigation to reduce or alleviate the effect of future risks,
contract amendment bids (these ranged from £20 thousand to £84 million), and
process enhancements.
It was essential to keep these activities off-line, otherwise, the teams charged with achieving the program would have been diverted, and conflicts of priorities would have produced an overall delay.
